The City of Lebanon adopted the Mayor/Council/Administrator form of government in 1983. Our first city administrator was hired in late 1995.
Under this form of government, the city administrator serves as the Chief Administrative Officer and is responsible for overseeing the day-to-day operations of the city, which may include dealing with financial, legislative, legal, or personnel matters as they arise. The city administrator is also responsible for the preparation and submission of the annual budget to the City Council.

Since 1995, five city administrators have worked for the City of Lebanon:
- Scott Shumate (1995-2003)
- Joe Knapp (2003-2009)
- Henry Luxem (2010-2011)
- Chris Heard (2011-2017)
- Michael Schumacher (2018-Present)
